In the federal case, Common Cause vice president Kathay Feng said her group’s lawsuit also is supported by the Alabama decision, despite focusing on a different section of law.

“The Alabama ruling sent a very clear message that the court was going to look closely at the history of discrimination,” Feng said. “… Florida has a history of discriminating against black voters. And the impact was directly to take away the opportunity to vote from Black voters in the panhandle of Florida.”

“It’s definitely one of the most damaging,” said Katya Ehresman, the voting rights program manager at the advocacy group Common Cause Texas, because by limiting voters’ options it could decrease turnout. The bill, like others that have made it through the Senate, must still pass the more moderate, Republican-controlled State House.

“Its most immediate impact is that it adds to cynicism among voters,” said Susan Lerner, the executive director of Common Cause New York. “The more money that floods into our system, the more people feel like their interests aren’t heard.”

Mario Jimenez, executive director of Common Cause New Mexico and a former elections official, applauded the ethics commission for investigating the matter but said he was nonetheless disheartened to learn of the allegations.

"When I read it, I was nothing short of infuriated," he told NBC News. "We're losing public trust."

Susan Lerner, the executive director of Common Cause New York, said she was “horrified” Hochul was contemplating hiring a litigator, adding that it would be “a brutal attack on a democratically elected institution.”

“It’s a state by state fight,” Dan Vicuna, the national redistricting manager of Common Cause, a voting rights organization, told Yahoo News. “In this country, there's a long history of using the redistricting process to discriminate against people of color or to discriminate against voters of one party.”

The challenges to GOP's election denial tactic were unraveled in the Republican primaries, where GOP candidates are pitted against one another. As some moved onto the general ballot, others refused to accept the primary wins of members of their party.
