Today, Common Cause and the Prison Policy Initiative urged the U.S. Census Bureau to change how it counts prison populations each decade. Paul S. Ryan, a campaign finance expert with the good-government advocacy group Common Cause, said he believes the Greene ad clearly crosses the line.
