Dear Members of Congress:

In a few short months the House of Representatives will vote to adopt rules for the 116th Congress, and tomorrow the Rules Committee will hold a hearing on what rules reforms members would like to see adopted. As you know well, political process often determines policy outcomes. The next few months present a rare opportunity for you to ensure that all members’ voices are heard during policy debates and that congressional offices have the tools they need to do their jobs. We believe now is the time for systemic reform.

Accordingly, we submit for your consideration the following ten principles for reforming the rules of the House of Representatives. In addition, we commend to your attention a white paper recently released by Demand Progress that contains recommendations for implementing these principles. While we may not agree with every idea, we believe they are worthy of your ¹ attention.

عشرة مبادئ لإصلاح نظام مجلس النواب

1. يجب على مجلس النواب أن يعيد تصور قاعة المجلس باعتبارها منتدى للنقاش المفتوح والمستنير حول الرؤى المتنافسة لأمريكا.

2. يتعين على مجلس النواب أن يعيد تصور اللجان باعتبارها مكاناً تجري فيه مناقشات مفتوحة ومستنيرة بشأن المقترحات التشريعية وأنشطة الحكومة، وحيث يتم تمكين أعضاء اللجان بشكل كامل وتشجيعهم على المشاركة على قدم المساواة في خدمة المصالح الفضلى للمجلس بأكمله.

3. يجب دعم أعضاء المجلس في جهودهم الرامية إلى تنظيم أنفسهم حول المصالح المشتركة، ويجب أن يتمكنوا من الوصول إلى المعلومات التي تخص المجلس وتتعلق بمصالحهم.

4. يجب على مجلس النواب أن يجند ويوظف ويعزز ويمكّن ويحمي ويحتفظ بالموظفين الخبراء الذين يتمتعون بمجموعة متنوعة من المهارات والخلفيات والخبرات.

5. يجب أن تركز عملية إنفاذ أخلاقيات مجلس الإدارة والإشراف عليها على منع ظهور الصراعات الأخلاقية ومعالجتها على الفور قبل أن تتحول إلى مشاكل للمؤسسة.

6. يجب أن تكون مكاتب ووكالات دعم المجلس، والبيانات المتعلقة بأنشطة المجلس، شفافة، وتدعم عمل المجلس بأكمله، وتستجيب لإرادة المجلس.

7. يجب تحديث التكنولوجيا في مجلس النواب لدعم مسؤوليات الرقابة والتشريع وخدمة المكونات للأعضاء واللجان ومكاتب الدعم والقيادة.

8. يجب تأمين المعلومات الإلكترونية التي تخص الأعضاء والموظفين بأي صفة، وكذلك اللجان والقيادات والمكاتب والوكالات الداعمة، من الوصول غير المرغوب فيه.

9. لا يجوز أن تؤثر التحولات في عضوية مجلس النواب سلباً على الخدمات المقدمة للناخبين.

10.يجب على المجلس أن يجدد نفسه باستمرار ويدرس أساليب جديدة في عمله.
