Democracy in Action: Poll Observer Findings from California’s March 2024 Elections

During the March 2024 primary election, the Asian Law Caucus (ALC) and California Common Cause (CCC) led the largest nonpartisan election observer program in California. With over 300 trained volunteers, our organizations monitored more than 850 polling sites across 25 counties to assess accessibility for voters with limited English proficiency and disabilities.
The results of this extensive observation revealed that most counties complied with federal and state accessibility laws, ensuring voters had a positive experience at the polls. However, areas for improvement remain, especially in language services, disability access, and poll worker training. We recommend steps such as consistent signage for language assistance, better recruitment of bilingual poll workers, and improved curbside voting practices.
Our hope is that this report will guide county election officials in making necessary changes before the November 2024 election to ensure that all voters, regardless of language or disability, can exercise their right to vote freely and fairly.
