Common Cause is pleased to announce that two Common Cause veterans have stepped into the role of vice president at the government watchdog. Longtime Common Cause leader Kathay Feng will step into the role of Vice President for Programs and Stephen Spaulding is returning to Common Cause from his role as Policy Director of the U.S. Senate Rules Committee and will serve as Vice President for Policy & External Affairs. Together the two will help lead Common Cause’s national efforts to reduce barriers to a more representative democracy. They will also support efforts for the organization’s 30 state operations working to create a 21st Century democracy that works for everyone.

Lawsuits challenging Wisconsin’s congressional and state legislative maps “will most definitely” be filed, said Wisconsin Common Cause Executive Director Jay Heck. As they prepare to ask the courts to evaluate political maps, lawyers will line up voter plaintiffs from areas where Democratic-leaning precincts were merged into Republican-dominated districts beginning in 2011, Heck said.

Sailor Jones, associate director of Common Cause North Carolina, alluded to those setbacks in addressing the audience. “This time, my friends, the courts will not save us,” Jones said. “Who will?”

Neal Katyal, an attorney for Common Cause, a voting rights group that was among the challengers to the map, disagreed: "The court should, if at all possible, decide this question now, rather than on an emergency basis during the 2024 election cycle."

But Common Cause, a group that opposes the GOP lawmakers, disagreed with the position taken by its own side and urged the justices to decide the case. Neal Katyal, a lawyer for the group, stressed that the court should use the North Carolina case to decide the Independent State Legislature doctrine issue rather than wait until it arises again on an emergency basis “during the 2024 election cycle.”

The U.S. Supreme Court should reject the dangerous and fringe independent state legislature theory (ISLT) presented in Moore v. Harper regardless of the highly unusual decision by the North Carolina Supreme Court to rehear the remedial decision in Harper v. Hall, according to a new plaintiff’s letter responding to the high court.
