Legislative Ethics

Constitutional amendments – which must be passed in identical form in two legislative sessions before being presented to voters on a ballot – should be used sparingly. And they certainly should not be used to let one branch of government sidestep the checks and balances of the other branches. But Pennsylvania legislators are now using the amendment process to take power from other branches of government and increase their own influence.

“Today’s ruling is an unequivocal win for North Carolina’s Black voters who were most harmed by this extreme partisan gerrymander,” Allison Riggs, a lawyer with the Southern Coalition for Social Justice, said in a statement. Riggs represented Common Cause. “At every level, North Carolina’s GOP leadership diluted representation of communities of color to entrench their own political power in ways that were both obvious and egregious,” her statement said.

Meanwhile, Common Cause New York Executive Director Susan Lerner called for public hearings on maps she called a “major disservice to the voters.” “The Legislature’s proposed congressional maps preserve the Voting Rights Act districts, but the rest of the lines are so heavily gerrymandered they will be non-competitive,” she said.

“It’s very partisan in nature and really reflects the attempt to advance an agenda that was unsuccessful through typical, ethical democratic means,” said Khalif Ali, executive director of Common Cause Pennsylvania, a good-government organization. “It’s a process in place for a reason and to go around that erodes democracy.” “I would say that anytime that a branch of government circumvents the function of another branch of government, we have some real concerns about the constitutionality and legality of that move,” Ali said.

"You're asking your constituents to show up and testify, to take time out of their busy days, and they don't even know what they're testifying about," said Viki Harrison, director of state operations for Common Cause, a government accountability organization. "All that does is make the public think that politicians are not real people and are not looking out for our best interests."

We believe that our government “by the people” is stronger when more people participate. We believe in free and fair elections. We believe politicians should not be allowed to silence voters, either by nullifying our votes or by creating new barriers to the ballot box.
