“They’re definitely activated, they definitely enjoy, like, voting early, or either voting by mail, so I think we will definitely see decent turnout, but it may not just be, like, on Election Day,” she said.

"There is no telling how many that could be but it may be tens of thousands of ballots will come in late and not be counted even if they were mailed and postmarked before or on Nov. 3," Jay Heck, the Wisconsin executive director of Common Cause, a nonpartisan organization dedicated to protecting and improving voters' rights and access to the ballot, told ABC News.

Under the Hatch Act, government officials are prohibited from using government resources to engage in partisan political activity, and from commanding other government employees to do so. Paul Seamus Ryan, a vice president at the government watchdog group Common Cause, said that if explicit communications surfaced linking the discount cards to the president’s re-election, health officials could face punishment.

“Putting all your eggs in one basket seems like a very bad idea—and it’s avoidable. We’ve seen what happened in the primaries,” said Sylvia Albert, the national director of voting and elections at the good-government organization Common Cause. ...

Even in states that have dramatically expanded mail voting, cuts to in-person Election Day voting sites could lead to disenfranchised voters — and could disproportionately impact poor and nonwhite voters as well as younger voters who are less likely to live at the same...

While that ruling is likely to draw an appeal, any prolonged legal uncertainty for the absentee ballots could threaten a voter’s opportunity to cure the ballot in time.

“The longer a voter says, ‘Oh I turned in my ballot, it must be good,’ when they do finally hear from the county, they might be more suspicious about it, considering how much disinformation there is going around,” said Sylvia Albert, director of voting and elections at Common Cause, a voting rights group.

Suzanne Almeida, the interim executive director of Common Cause Pennsylvania, a nonpartisan organization that advocates to expand access to voting, told Newsweek that the "pattern of litigation" seen in the state in recent months is unlikely to end with Election Day.

"We know that Pennsylvania is certainly in the center of the bullseye when it comes to this election. With new voting laws, and a focus from both national campaigns, everyone is fighting for the state's voters. And we don't expect that to stop on Election Day,"...

"Voting is different during a pandemic and voters are going to need to take steps to protect themselves," said Catherine Turcer, the executive director for Common Cause Ohio, an organization dedicated to protecting and improving voters' rights and access to the ballot. "While the increased number of cases makes everyone nervous, we have some basic tools like masks and all Ohio voters who choose to vote in person are encouraged to wear a mask. The poll workers will have masks and PPE for voters who need them."

However, even in states with open carry laws and no restrictions on guns at locations that host polling, such as churches and schools, prohibitions on guns prevail, according to Suzanne Almeida, interim executive director of Common Cause Pennsylvania.

"There are valid concerns now," Almeida added, "but we must let voters know about them without involuntarily discouraging them from coming to the polls."

"We will have more than 1,000 volunteers at polling stations for questions, and to be eyes and ears on the ground...

"Today's ruling is a relief to many Texans who qualify to vote absentee," Anthony Gutierrez, executive director of Common Cause Texas, said. "Most of these voters have disabilities and are elderly. With only one ballot return site per county, these voters would have faced challenges in travel that might have made it impossible for them to vote."

Now, in states where ballot rejection data is publicly available, local election offices and non-partisan voter rights groups are enlisting volunteers to help with the curing process. According to Izzy Bronstein, a grassroots organizer with watchdog organization Common Cause who helps run its Election Protection volunteer coalition, volunteers can reach out to voters to let them know that their ballot might need curing, and then walk them through that process. ...
